Tetra Tech International Development ( ) is currently accepting expressions of interest from qualified candidates for a Deputy Chief of Party position on a USAID-funded anticipated Feed the Future Flagship Agriculture Activity program in the Democratic Republic of the Congo. This position will be based in Kinshasa. The position is contingent upon the activity’s award and USAID approval.Position Description: This anticipated activity will focus on the development of resilient agriculture and food market systems that support the accessibility and consumption of safe and nutritious food in the DRC Feed the Future Zone of Influence (ZOI). The likely ZOI is expected to be Kasai Central and Kongo Central in Western and Central DRC. Working under the overall direction of the Chief of Party (COP), the DCOP shall coordinate all technical activities and supervise cross cutting technical staff, ensuring smooth coordination and collaboration with project administrative, financial and grants/subcontracts personnel. The DCOP will serve as acting COP when needed. The DCOP will model ethical behavior and a commitment to diversity, equity and inclusion.Responsibilities:
  • Provide management oversight to all technical staff and ensure the application of technical best practices and quality control for the entire project.
  • Ensure cost effective and efficient integration of all technical components of the project, with a focus on achieving the results, targets and outcomes defined in the project award and monitoring, evaluation and learning (MEL) plan.
  • Draft annual workplans and reports required by the donor and host government.
  • Identify delays in project implementation and risks related to project implementation in a timely manner, suggest appropriate adjustments, and communicate these risks to senior managers.
  • Ensure compliance with USAID environmental compliance rules and regulations, and other regulatory components (ADS 205 on gender equality; ADS 201 related to climate, etc.).
Qualifications:
  • Bachelor’s degree (master’s preferred) in international development, agriculture, agricultural economics, economics, enterprise development, or related field is required.
  • Minimum eight years of professional experience implementing agricultural development projects required.
  • Minimum of five (5) years of experience managing and supervising technical staff for agricultural related projects.
  • Demonstrated understanding of key technical competencies including market systems development, resilience, nutrition sensitive agriculture, climate smart agriculture, and private sector engagement.
  • Willingness to travel up to 50% time to ensure program quality.
  • Professional proficiency in both spoken and written English and French.
Preferred Qualifications:
  • Master’s degree is highly desired.
  • Grants management experience highly desirable.
  • Demonstrated experience working in Western and Central Congo is highly desired.
  • Demonstrated experience implementing complex multimillion dollar activities funded by USAID or other donor funded development activities.
  • Familiarity with USAID or other donor rules and regulations preferred.
  • Congolese nationals and women are strongly encouraged to apply.
