Tetra Tech International Development ( ) is currently accepting expressions of interest from qualified candidates for a Director of Administration and Finance position on an anticipated USAID-funded Feed the Future Flagship Agriculture Activity program in the Democratic Republic of the Congo (DRC). This position will be based in Kinshasa. The position is contingent upon the activity’s award and USAID approval.Position Description: This anticipated activity will focus on the development of resilient agriculture and food market systems that support the accessibility and consumption of safe and nutritious food in the DRC Feed the Future Zone of Influence (ZOI). The likely ZOI is expected to be Kasai Central and Kongo Central in Western and Central DRC. The Director of Administration and Finance (DAF) will work under the direction of the Chief of Party. The DAF will be responsible for the project’s administrative and financial management, human resources, and logistics/procurement, while ensuring compliance with USAID regulations, local laws, and Tetra Tech rules and regulations. The DAF should model ethical behavior and demonstrate a commitment to diversity, equity and inclusion (DEI).Responsibilities:
  • Provide guidance to all staff for complying with the budgetary regulations of Tetra Tech and USAID.
  • Manage the Financial Accounting System, including managing cash flow, tracking expenditures, and preparing monthly financial reports and projections in compliance with USAID and Tetra Tech requirements and regulations.
  • Participate in project procurement processes for local subcontracts, goods, and consulting services, including drafting procurement requests, analyzing cost proposals, drafting contracts, negotiating contracts and prices, reviewing contractual deliverables for quality, and preparing the required documentation.
  • Manage HR records for each employee including employment contracts, employment evaluation forms and annual leave.
  • Manage confidential payment of monthly payroll and orders payments of income tax, pension health and unemployment benefits to government funds.
  • Supervise project administration and finance team members.
Qualifications:
  • Bachelor’s degree in finance, business administration, accounting, or related field is required. A master’s degree is preferred.
  • Minimum seven (7) years’ experience providing administrative leadership and oversight to all aspects of development project operations.
  • Minimum of three (3) years’ working experience in a senior supervisory role related to accounting, payroll, procurement, and logistical support services.
  • Demonstrated and credible experience effectively supporting complex multimillion dollar activities funded by USAID or other donors.
  • Excellent Excel skills, time management skills and demonstrated teamwork.
Preferred Qualifications:
  • Demonstrated experience working on donor funded development initiatives in rural DRC.
  • Knowledge of local labor laws, and tax regulations relative to contracts, payroll, and other payments.
  • Experience with QuickBooks or a similar accounting system is a plus.
  • Professional proficiency in both spoken and written English and French.
  • Congolese nationals strongly encouraged to apply.
