- Coordinate closely with COP to lead financial and contractual aspects of the project.
- Provide leadership to finance and operations aspects of the project, including general administrative processes, financial management, sub award management, accounting, and logistics.
- Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub award and operations aspects of project.
- Ensure compliance of financial and operations systems with FHI 360 policies and procedures, USAID rules and regulation, award requirements, and Government of the DRC laws.
- Develop, analyze, and monitor program budgets, monitor and track obligations and expenditures against budgets.
- Provide leadership for efficient management of project procurement processes.
- Advise project senior leadership regularly on financial and operations-related matters.
- Provide technical assistance, as needed, to local partners on financial compliance and reporting.
- Prepare and submit annual, quarterly and any ad hoc financial and accrual reports to USAID.
- Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports, and any other reports required by USAID.
- Supervise other project-based administrative, finance, procurement, administrative and contract & grants staff.
- Bachelor's degree required (however a Master’s degree preferred) in Accounting, Finance, Business Administration, or related field relevant to the position.
- Minimum of 8 years of progressively responsible operational and financial management experience in support of large-scale international development programs.
- Proven leadership in the administration of similar-sized international donor-funded projects.
- Updated understanding of USG-funded awards and related rules/regulations – experience with Cooperative Agreements required and with Contracts is an added advantage.
- Budgeting, financial management, and policies and procedures oversight experience, especially related to USAID programming preferred.
- Effective strategic planning and project management skills.
- Ability to build positive working relationships with local communities, government officials, and donor representatives.
- Ability to analyze and establish effective and supportive cross-program coordination, organizational procedures, and management systems.
- Good analytical, numerical and problem-solving skills.
- Must have demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- Experience in public health sector in DRC is preferred.
- Must be fluent in French and some local languages, with strong interpersonal, writing and oral presentation skills in English.
