Program Officer Governance, Strategies, Expanding access to healthcare services – Malaria Control and Elimination Partnership in Africa (MACEPA)

- In collaboration with local and global MACEPA teams and partners, support NMCP to revise, develop, and adapt strategic documents, tools, and resources to improve malaria governance, and the implementation of management tools to enhance national and sub-national malaria planning, including national strategic plans and costed optimized operational plans (COOPs).
- Support the NMCP and key malaria partners in developing the Global Fund GC8 submission, including stratification and costing elements led by the NMCP and developed with MACEPA’s support.
- Contribute to private sector engagement roadmaps to ensure private sector providers are adequately engaged to address challenges and
- Support consultative meetings with malaria stakeholders at all levels of the health system to share and discuss achievements, opportunities, and challenges. Draft key documents, reports, presentations, and other communications materials for a variety of purposes and audiences, summarizing developments and recommendations for program areas and partners. Support the project’s Governance and Strategies workplan, and associated implementation, monitoring, and control processes to facilitate accomplishment of its outputs.
- Provide the NMCP with adequate tools and processes to engage with malaria stakeholders in the country and ensure operational plans reflect the activities of all the partners involved in the fight against malaria in DRC and that their implementation is effectively monitored.
- Support the NMCP in the development and maintenance of a knowledge management system for all documents related to malaria control in DRC, ensuring key information is stored in a single place with adequate access to MOH staff, partners and donors.
- Support the IO4 lead to strenghten mechanisms for coordination among iCCM stakeholders, including facilitating quarterly iCCM technical working group meetings.
- Support the IO4 lead to the development of advocacy documents.
- Engage with malaria and iCCM program partners to facilitate data resource sharing in support of global team data analytic activities, including data on routine surveillance data and community health agent human resource data
- Support identification of priority iCCM data visualization needs among ministry partners and facilitate discussion between other technical partners and MACEPA global team members to develop solutions for mapping community health agents
- Participate in documentation, summary, and dissemination of reports/presentation of MACEPA's iCCM activities in DRC
- Other duties as assigned by the MACEPA country lead and MACEPA global team
- Degree in public policy, public health, science, business administration, or equivalent degree required, or an equivalent combination of education and experience.
- Minimum five years of professional program management experience with experience directly managing and coordinating complex projects; ideally in malaria projects.
- Excellent oral and written French communication skills.
- Experience working with ministries of health, donors, NGOs, and the private sector on infectious disease programming.
- Excellent interpersonal and diplomatic skills with ability to interact with diverse colleagues and partners, including with government representatives.
- Strong organizational, collaborative skills, prioritization and workload management skills.
- Ability to work in English.
- Willingness and ability to travel internationally as requested.
- Must have legal authorization to work in Kinshasa, DRC.
- Previous experience in public health programming is required, experience in malaria programming is a plus.
